Maybe you should talk to your pastor about the problems that are caused by
this. Is he a friend of the ministry? I know how many problems are caused
when the pastor and the elders are not in favor of the ministry but do just
accept it.

I don't know your financial situation, but maybe you could set up shorter
weekend-campouts which would be cheaper instead of taking part in a pow-wow?

I know that problem from our outpost. You should probably talk to those
parents to find a way to have the boys come without being forced by their
parents.
Maybe you should give the boys some responsibility for the meeting. If they
develop their own idea of Royal Rangers it might be their own decision to
come and not their parent's. If you accept their ideas and don't keep as
close to the handbook as you are doing now maybe they'll begin to like Royal
Rangers.
I know there are many maybes and ifs in my sentences. Hope it helps anyway.
