Mike, remember you are the leader.  When they take more time to do something 
than it should the results should be understood.  What I have done before is 
cut out recreation when they would disrupt.  I say we will do such and such 
if it takes all the meeting time and if we miss play that is allright with 
me.  Another thing that has worked well with us is to have a rules discussion 
with the boys asking them to make their own rules and the punishment for 
breaking them.  You may be surprised by what they suggest.  I believe that 
boys do want a good meeting and are willing to help.  Ask them to help and 
give them permission to do it.  What do you have to lose?
