The truth is that BSA has a lot of resources, positive name recognition,
and a long tradition of service to the community. Also unlike RR, the
head of the BSA is just a hired professional scouter, and a administrater
of the program rather than a "personality". No one has to memorize his
name to advance.

I disagree- the president can by executive order demand the Marine Corp
accept openly active Gays... but he has no power to demand one peep from
BSA! He can barr federal funding ect. but has no administrative authority
over Scouts.
