I know exactly what your talking about.  The way to stay on top of it is
to get envolved in it and make positive changes.  We had a ROY Testing
Overview at our last Sectional Lockin.  We went over many of the types of
testing and things that are expected pertaining to the Notebook, Uniform
ect.  I too have brought boys to the ROY Testing for many years.  We have
taken Area and Section but nothing above that level.  The testing is
indeed a filtering process.  Some questions are indeed put in there to
filter out some of the competition.  If you end up with 5 boys with the
same ammount of points it ends up being a very hard thing.  As with most
RR that end up at ROY they are our Very Best.  As a Sectional Commander I
remind them each and every one that they are all winners and I wished I
could give them all the top award...but I can't and that leaves us with
less than perfect tests.  

I have a lot to learn in this Section and About ROY Testing as with most
other things.  But I do know how a local Outpost Commander Feels when he
brings his best to ROY.  I will build off of that.  Get in there and
boldly go where no Ranger has gone before... hep them fellers out!
