*I've headed  three years of 4 age groups of sectional Ranger of the
year
achievers to NW Dist. Ranger of the Year "compitition" and want to blow
the wistle on a less than perfect system.

The "rule" that allows a boy to compete for the previous year's
achievement
allows for a member of a older group like Trail blazer to put on a
Pioneer
uniform and compete against real Pioneers who are the right age.

A Commander can "load" the bases by playing the birthdays of his
Rangers and chooseing in what group the boy would have the best chance
of
succeeding to rise to the next level.

Next, at the district level, the questions sometimes come from materials
outside
the of reasonable resource materials, and are slanted not to enhance the
experiance
of a common Royal Ranger... but to dis-qualify or come up with a winner.

At the Dist. level there is to be no protest of the questions as well as
no copies
of the questions given out! The scoreing sheets and results are property
of
the dist. testors and distroyed before the awards cerimony to discourage

protest of the contest!<G>  *Bravo fair play!

*If the "meaning of the emblem" equates a balance of the Red-Gold and
Blue
points, then the questions should fall into that balance of
understanding common
to all Ranger's at each age level, and not slant heavy to a Bible expert
over
a Sports centered ranger. The title "Ranger of the Year" may not allways

apply to the winners in truth, but may be just an act of administrative
justice.


*Like the "Electoral College" in the latest presidential election
shows...

The "Popular vote" can be over come by a close reading of the "rules"
and adhearence to monkey wrenching with the time line, and influenceing
people after the vote.

Throw both out!
