Stefan Fischer is absolutely correct. Mr. Bush cannot change the United
States policies on abortion. If you really want to know which presidents
made the abortion policy, check on who appointed who to the US Supreme
Court. There are the policy makers on abortion. They decided Roe vs Wade
which set the policy. In the US, a majority of the 9 are more powerful than
the President, Senate, or House. They can declare unconstitutional any law
made.
