Actually, the National Office did a lot of listening, both in districts and
in National Council.  The changes address some fundamental problems that were
being experienced all over the country, and the reason it looks like Boy Scouts
is because Boy Scouts had similar problems and the solution they found worked 
fairly well.  As for the American flag, rememberthat Johnnie Barnes designed 
a program for American boys.  Royal Rangers is now in 60+ countries.  The
addition
of the flag is to symbolize the nation you are from.  Straight Arrows &
Buckaroos
do not migrate well to other countries.  That is why they were changed.  This
is not to say that the new Ranger Kids program can't be done with a cowboy or 
Indian theme.  It just means that far more themes are now available.  Change is
not always easy, but it is often necessary.  While I do not like several things
in the new program, there were some things in the old program I liked a lot
less.
