  Sorry for the late reply.  I don't know if you got any already.  By the way 
my name is Geno.  I'm the Senior Cmmdr of my Outpost.  As far as signing off 
the merits, usually you would want one of the Leaders to sign off.  Some times 
it can be someone else depending on the requirement (cleaning room-parent).  
You don't necesarily have to give them a test but if says to recite, make sure 
they recite to a Leader. You do want to make sure that you go over the merit to 
make sure everything was completed.  I tell my boys to have things on paper as 
much as possible including dates, reports or how you completed a task.  This 
helps the Leader and helps the boy if they were ever to move to a different 
Outpost.  We don't really have written policy and procedure but come to think 
of it, that's a good idea.  Basically you want to go with whatever you District 
and Church require of someone to be in Leadership (member of the church, saved, 
etc).  We always try to have at least two Leaders in each
 class for crowd control and to protect the leaders and the boys.  Hopes this
