I am more than willing to cut releases and could do 0.9-incubating today; but, 
I agree that there should be at least one more committer familiar with the 
process and setup to do the releases.  This will remove what I consider to be a 
bus factor; a single release manager.

I am also very happy to help someone through the process.  I have a new version 
of the release documentation that I was waiting to push until I heard back from 
INFRA on why the svnpubsub release isn't working.

0.9 should be able to be done and out the door by the board meeting, so I think 
it should be 0.9-incubating.
