erm, the first entry in man razor-agent.conf:

       razorhome
Directory where Razor Agents look for files. All files in
`razor-agent.conf' without a full path will be relative to
`razorhome'. The default is `/etc/razor/' for root, and
`~/.razor/' for every other user. If `razorhome' does not
           exist, it will be created.

Looks like the man page answers your question quite clearly.

Is there anyway to set the razorhome.. preferrably in the razor-agent.conf?

I'm running razor on a server where there are no user accounts (spam
checking server only) and everytime is have to rediscover the razor
servers...
