I beleive this is an extension of the 2.66 change that make revokes be "signature only". I think at the same time they made reports start off by issuing a signature only, but if the server doesn't have the message it will request it. So, that "err server wants mail" is really just saying the server didn't accept the signature-only report for the message. Also, for what it's worth, I don't see that message in the debug snipet you sent me. The log snipet you sent me seems to just have the server accepting each and every report as-is: Apr 12 17:40:48.084287 report[81538]: [ 5] mail 1.0, eng 4: Server accepted report.
