Yeah but your shortcut is pointing to the C: drive, not a server drive.  So 
that's a difference (at least according to their IT guy).  I have no 
right-click "pin to taskbar"

Here is a screenshot of a perfectly good shortcut icon on the desktop that I 
use to run a R:Base application…
 

 
Now, I right click on the icon and this is what I get…

 
You can see the “pin to Taskbar” and “Pin to Start Menu” options available. I 
select the “Pin top Taskbar” option and now it display the icon on the taskbar 
and starts my application on the right directory when clicked…

 
Now, If I right click on the icon on the task bar I get…

 
Just like I described it. I am running Windows 7 Pro.
 
You probably have this option disabled. Here is a link that explains how to

Yep, we checked again, and "pin to taskbar" is NOT a right-click option.

Right click on the desktop icon and select “Pin to taskbar”  and the excusable 
will be pinned to the taskbar. To remove it, right click on the icon on the 
task bar and select “Unpin from taskbar” and that is all there is to it.

Computers are Windows 7 Professioal.  We have a desktop shortcut that points to 
the RBase 9.5 exe which is running from the server.  We cannot drag it to the 
taskbar.  As soon as it gets in there, we get the "no" symbol.  Taskbar is not 
locked.  We can move other desktop icons down there.    Their IT guy says you 
cannot move shortcuts that point to programs running on the server.  Is that 
true?
