My char settings are the same, and I have not seen the issue either. Because of being bilingual (French) here, we have dealt with many issues related to the high order chars (CHAR(128) through CHAR(255).
According to Help, CHAR(254) “þ” is the old DOS line end character and carat, “^”, CHAR(94) is the Windows character. I guess a lot of us have carried that over, but it works fine here. However, when we use Ctrl-Enter, nothing happens. We use Shift-Enter or just Enter. There are settings like “want returns” for the form objects. Since CHAR(254) is a high order character, the issue might have something to do with settings like ANSI, ANSIOUPUT and UTF8 operating conditions.
