I've done that. Users are instructed that when they make changes that they
type the changes in columns off to the side, or type directly into the
spreadsheet but then change the background color or font or bold the field they
changed. That, of course, relies on the user doing what they were instructed
to do! You could have your code easily print the PDF first so they have
something easy to view and print, but at the same time print to a spreadsheet
for editing.
If you want to do more code, you produce a spreadsheet, with extra columns off
to the side with column headers, have your users type corrections in those
extra columns. Then you can import the spreadsheet into a temp table, check
those extra columns for data, and then do an update. But obviously that's a
bit of code to write.

So we're all working at home now. The data-entry staff and me have access to
our database via Remote Desktop. Many of our reports are output/input
documents. We print out reports like stuff about our clients, usually dates of
home visits, phone calls, doctor visits, etc. The health care workers add
things like dates of recent activity, and then the data-entry clerks enter it
in the database. That all works well on paper.
Now we're trying to send the reports to people via One Drive. But they can't
edit them on the computer with the new info. Even if we were to purchase Adobe
Pro, it's really not easy to edit pdfs. The reports have lines and grids on
them, so it's hard to use txt. RTF files aren't allowing easy editing. it
allows you to change dates, but not add new ones.
Does anyone have any ideas to try?
