Soooo..... Looking through really old VB stuff (21 years ago), when I
wrote the version of AppSplit in VB before doing it in Delphi, I used ADODB
database object model for a simple database (just because I wanted to) to
approximate the functions of INI file I/O.

Anyway the XML format reminded me of the whole thing and in one of the
class modules is the line:
.Save strRsFile, adPersistXML
which would give you a hint that reading and writing to an XML file as a
dataset has been around for awhile.

Microsoft Docs has a few
entries.
https://docs.microsoft.com/en-us/search/?terms=adPersistXML&category=Documentation

The problem as some of it is coming back to me is that you have to read an
entire record at once into a Variant data type, which RBase does not have,
so that is a show stopper.

You are then left with doing it the hard way, which is parsing line by line
looking for keywords to find the start pos and the next keyword to mark the
end/begin, etc.

Otherwise you might try (if you want to find a copy of Monarch) Bruce's
suggestion. I have a copy of Monarch around here from when Personics was
the company. https://en.wikipedia.org/wiki/Monarch_(software)
