No one knows where these JPGs are going to be stored. Could be a local drive, a network directory, the user's "pictures" or "documents".... basically it could be anywhere on the computer or network. It would be nice to start "at the top" so that the user can see all the locations and drill down to wherever these files are stored. I can start at a particular directory (like your c:\users) but the user might have to navigate all the way back up and then back down somewhere else.
