In the newer versions, when the system creates  a report or form download file, 
the first line of the *.RPT or *.FRM file is:

DROP REPORT YourReportName

Or

DROP Form YourFormName 

So, this is automatically done for you, and you don’t need to add a DROP 
command.

Are your Quotes setting the same in both dbs?
Single quotes vs double vs ` (backward quote, a "tilde quote")
BTW, I like your idea of putting the delete reportname in the .rpt  file.
I might do something like that for forms.
