You don't have to do that - Create ENtry EEP to last field in the table you want to move from, mapping Down to Shift F8. Create row eep on entry to next table, turning the map off 
 
This way, DOwn = normal behavior in all fields EXCEPT the last field in the table, when it means "go to the next table"

do you mean keymap [down] = [shift][f8]?  I thought about
that and tested it.  For some reason it works -- the down
arrow when pressed at the last row of the region DOES
properly go to the next table instead of skipping one.  BUT
that would mean anytime a user hits the [down] they would
go to the next table.  So I'd have to tell them to press
[enter] to go between the rows, but to press [down] to go
to the next section.  That's not much better than doing
a [shift][f8]
