If the printer is moving 20mm up and down so it is inconsistent, it sounds like the gears are loose/worn out and it is never going to line up. Buy a new printer.

Depending upon where we buy our forms, sometimes ejecting the first page is required for alignment of subsequent pages. This technique is irrational but it works.
