long for DOS.

Are you trying these commands using R:BASE 6.5++ for DOS? 
If yes, LAUNCH command is NOT supported in 6.x for DOS. 

What is the QUOTES character setting for your CONNECTed database? 

Type SHOW CHAR at the R> prompt to display database character settings.
