It's relative positioning - meaning if the control is 100 pixels from the left 
on the form, it's going to be pasted 100 pixels left on the scrolling region 
(plus 5 pixels I think).  What I do is move the control near the top left of 
the form before I copy.  Then when I paste, it's near the top left of the 
region (or any other "container" control that I might be pasting to.)
