OK.  The normal thing to do would be to have the Scripting language do the 
request, depending on the result from the stored procedure.  Not having done

a LAUNCH from a SP, I will take it from Emmitt that it is permissible.

I take it the following is in the SP?

 SET VAR vLaunch = 'LAUNCH request.cmd'
 &vLaunch

If it is, I don't see how you get a value into vLaunch as LAUNCH doesn't 
have a mechanism to return a variable.

Is request.cmd a dos batch file or an RBase command file?
