None of those files are required. Rstyle.new is updated if necessary when you rstyle a file. If you don't copy the data from the new file to either Cas or Var then from then on your columnnames and variables will be lower cased when rstyled again.
A careful reading of the docs will clue you in on the uses for all the files.
