Scott,

A question and a few suggestions ...

01. What update and build of R:BASE?

02. Check the anti-virus settings and make sure that RBG9x_xx.exe is
     registered as executable .exe

Anti-virus programs can cause all sorts of problems, slow things
down, and block it all together.

In your specific scenario, simply disable it and see what happens.

03. Check the computer's Power Management

One of the best places to start is to create a power management
report. Although it isn't accessible through the graphical user
interface, Windows 7 can produce a detailed report on where
power is being interrupted. The report can be used to determine
what adjustments need to be made to a power management scheme
     and settings.

To create a power management report, open a Command Prompt window
(with elevated permissions), and enter the following command:

     POWERCFG -ENERGY

Upon issuing this command, Windows will monitor the computer's
power consumption for the next 60 seconds. It will then provide
a summary of how many issues were detected.

04. Make sure that you have applied all R:BASE updates accordingly,
and confirm that there are no duplicate or older Engine DLLs,
     or Configuration files in path.

05. After verifying and cleaning all R:BASE Engine DLLs, .CFGs, and
.EXEs, a fresh re-install of the latest and greatest version of
     R:BASE might help.

Hope that provides you with some blue's clues ...

Very Best R:egards,

Razzak
