Javier, We all have seen this happening before. It is hard fighting against politics. In normal situations the management should be sensitive for hard figures. Maybe it is an idea to prepare some sheets with figures which makes it clear what the costs are right now. Also you could think of performing a risk analysis, to show them what needs to be done before to step into a new project.

Some other requirements include: Be compatible with "various operating system including iOS, Windows 2007 and Windows 2008; Windows Server 2008 and Windows 2012." I am not sure what Windows 2007 and Windows 2008 are; I am sure Microsoft does not either. Provide Cloud (hosted), hybrid, and on-site solutions with potential for AD and LDAP integration. Without more details and what percentage of the application is in each category it is impossible to quantify costs. There are also a number of conflicting items and vague requirement that could easily affect he bid price by more than $10K each. This 21 page RFP is so poorly and vaguely scoped that is practically impossible to provide a firm bid. At this point and based on how a vendor interprets the scope, I could bid $10K or S100K and I am not sure which would be correct. Whoever came up with this RFP has no idea of the work involved. Hopefully in the next few days I will be meeting with some higher ranked personnel and hopefully this non-sense can be stopped.
