Of course we have government incompetence, but there is a difference here, I 
think. Competent people don't always leave government because the jobs are 
lucrative, secure (if you are incompetent because you are a drug addict, for 
example, you CANNOT be fired) and have great benefits and pensions. (Start work 
for the Ontario government at, say, age 25, work for 35 years, retire at 60 
with an indexed pension equal to 70% of the average of the five highest earning 
years - for the rest of your life - with benefits).

I should point out that The Pharmacy Examining Board of Canada is not a 
government agency. Also, the Government of Ontario has been both my employer 
and my (R:Base) client in the past.
