Dennis, I had to do this a few months ago. I now have an HP Elitebook 850 i7 with 8.1/64 and a 500 GB SSD I had installed by the retailer. (It also came with a 32GB SSD as well as a standard HDD - I also had some more memory added.) It is very fast and a pleasure to use. Running 8.1 is not an issue in my view, however you can always download a free shell, which is what I have on a small VAIO I also use which started out with Windows 8. (Website is www.classicshell.net). That makes the desktop run pretty much as a 'standard' Windows machine.
Purchasing the HP dock is also worth considering. (You could connect a USB CD drive in easily via that if required.) I also installed a SSD on my main PC recently - it certainly makes a significant difference to the performance.
