I tried the format you suggested at the R> and I came up with a strange result.  Can anyone else confirm this.  I am using R:Base 2000 for Windows ver. 6.5+  Build 1.839xRT03.  results as follows:
 
set var vphone text = '8002225555'
set var vphone2 text = (format(.vphone,'(%%%)%%%-%%%%'))
sho var
vphone       = 8002225555
vphone2     = (800)2225-555         NOT CORRECT
 
When change the format function to:
set var vphone2 text = (format(.vphone,'(%%%)%%%%-%%%'))
 
I get the following result:
 
vphone      = 8002225555
vphone2    = (800)222-5555          CORRECT
