The Server file is still used up through version 6.5. Version 6.5 and ++
versions
do not use a server file. 

What I have found to date is that you can actually use RBAdmin.exe to
"Deactivate" a user,
but DON't use it to "Remove" a User. Command 2 and 3 respectively in the
version 
issued for RBbase6.1.

I have had good luck in using it this way.
