I too use this method to quickly and easily adjust reports. It is very handy.
If a field does not move, it is possible that the field actually was not in the section that it was on. I have discovered how this happens. If you lasso several fields, you can move them to another section. But don't dare try to drag just one field. It will move, but the report still thinks it is in the old section.
