I'm surprised no one has mentioned PAGEMODE or the equivalent. Can
anyone verify from experience that that approach still works under
windows.

I have a dos application where the top half of the form is at 6 lines
per inch and the bottom half at 8 lines per inch. This is a three part
preprinted form and it might be impossible to convince the client to
change that.
