You have mis-matched settings between your rbase.cfg and oterro.cfg files.  If 
you are using the odbc connection that comes w/ R:base, I am not sure what cfg 
file it uses, but the settings in the files have to match.  You also need to 
make sure you only have 1 of each.  I use Oterro, and if it does not find the 
oterro.cfg file you make for it that matches your rbase.cfg file, it just 
makes one with default settings and puts it wherever is convient.

The moral of the story is to put your cfg files in c:\windows directory  so 
they can always be found, make sure the settings match, and make sure you 
don't have any other ones hiding somewhere.
