F/me, at least, it appears to be the SET LAYOUT on option. I just tested this w/both on&&off f/SET MULTI. W/SET LAYOUT off, rows are added, saved, and "fetched" when the table is re-opened from the Object Browser. W/SET MULTI on, the rows "disappear".
