I think #2 the cfg file may have been the problem.
It seems to be working but I will keep an eye on it.

One thing I was noticing was
If I start Rbase, enter the owner password before I connect
no errors when I do edit all from tab.   Quit RBase

If I start RBase, connect then put in the owner password I
get the no sys_layout3 error.

I am quitting RBase between each.

 01. Search your computer for duplicate RBENG*.* files.
      If found in different directories, either rename
      them or delete them accordingly.

c:\WINDOWS\RBENGINE.~CFG
c:\WINDOWS\RBENGINE.CFG
c:\WINDOWS\SYSTEM32\RBENGINE.DLL
c:\WINDOWS\RBENGIN1.MSG
c:\WINDOWS\RBENGIN2.MSG
c:\WINDOWS\RBENGIN3.MSG


02. You may also want to rename/delete RBENGINE.CFG file and let RBG7 create a new one upon start.

Looks like it is working now.
