R:BASE 7.x for Windows Application Designer (Update 78 and higher)
includes an option to achieve that goal.

Application Designer | Properties | On Start Action ...

You can also define custom [Actions] in Application Designer to
handle each situation accordingly. Each user will access the
same application as well as the same interface. Clicking on
appropriate button or menu option will divert them to appropriate
database/application, etc., including the parameters set to that
particular action.

Also, I'll prepare an example for you to demonstrate the use of
passing parameter(s) to start another application via .RBA.
