No, that's not quite right.

Take this list of names

Cabot
Carton
Castillo

In both programs, if WALKMENU is OFF, pressing C once goes to Cabot,
pressing C again goes to Carton, C again goes to Castillo

If WALKMENU is ON, pressing C once goes to Cabot, pressing C again means
R:Base is looking for a entry that begins with CC: since there are none, it
stays put.

If WALKMENU is OFF, pressing C once goes to Cabot, pressing A goes to the
first entry starting with A

If WALKMENU is ON, pressing C once goes to Cabot, pressing A goes to the
first entry starting with CA which is still Cabot, pressing S goes to the
first starting with CAS, Castillo

The behavior is the same in both programs
