OK, I've tried unloading the data for sys_layouts3 and reloading it.
Reloads the error whatever it is...

I've tried removing the second record, unloading data and reloading it.  No
error in RScope but Access Violation in RBengine.dll still keeps me from
using database (actually it lets me run one item on my main menu but when I
return to run any other item, it bombs).

I'm going to try restoring older (unload all) backups to see if I find one
with no RScope error.  Since I do such a backup everyday, it'll probably
take a while...  Maybe I'll try the oldest first...
