I seem to recall running into this problem in one of the previous releases.
I was doing a lot of upgrades on tables imported from A*c*s* and I
frequently ran into this problem; I believe that it was corrected on a later
release...what release are you on?
Also, when you exit R:Base abnormally, it seems that a "phantom" version
continues running on the background, open the Task Manager>>Processes and
you will see several RBG7.EXE running, make sure you end all these processes
before you re-start R:Base; I am not sure but it is possible that these
processes are causing the "Resources..." message.

Well, it's not obvious to me!!!!  But it does make a difference -- when I do
that I get the error "Resources Are Not Available" (I'm the only user in
this
database).
