Before you do, find "ANY" other *.chm file on your computer and do the same thing (just to verify the problem is related to the RBase help files only). I don't recall if you repeated the download process first, just to make certain there wasn't something askew in that process.. After downloading, extract all the files into a folder of their own and double click on them to make certain they can be opened by windows help. If that is successful, then transfer / copy them to your rb7 directory.
