I've used a Mark's rack on my Bleriot for years --- I think I just guessed at what looked like an appropriate angle to cut the stays. As for the P-Clamps: I wrapped a single layer of cloth bar tape around the fork blade then wrapped a second layer half on/half off the bottom edge of the first. This essentially created a wedge that won't allow the P-Camp to slip downward -- not like I knew it would or anything -- it just seemed smart as a precaution.
