The big box guys are pretty spotty on quality metric fasteners. In my area, Ace Hardware has an excellent selection in various heads (hex, Allen, etc.) and stainless. Another possible might be a marine hardware as stainless is preferred around boats. For rack bolts, use blue Loctite. Brake mfgs apply it to their bolts at the factory & it survives a few cycles of install & remove.
