Four-way stops are one place where drivers can mess things up by being too polite.
If I come to a four-way stop at the same time as a vehicle(s), I like to come to a complete stop and let the cars proceed, based on who has the legal right of way. Drivers who wave me through are just being nice, but they confuse things by letting me proceed out of turn. If there are other cars who arrived at the stop after me and Mr./Mrs. Polite, it’s even worse. I appreciate the courtesy, but I’d much rather have everyone adhere to the rules of the road.
