Which part of the fork do you mount your light on, and why do you believe it’s 
too low for visibility to cars? I ask because a lot of dynamo-powered lights 
(including mine) are mounted on the underside of a front rack, that puts these 
lights at the level of the fork crown at best. 

Furthermore, try this test: have someone ride your bike towards you from 50 
yards away, and see if the light is obviously visible. I bet it is, because 
bicycle lights are not lasers and have plenty of spillover.
