You could get an extender/adapter that adds another mount above the bars.

or similar products from Minoura or others.  These types of mounts aren't
elegant, but a battery light on the bar isn't elegant to begin with.

But personally, I have a rando bag on a Mark's rack, and a dynamo light
mounted to the tang on the nose of the Mark's rack.
