You could get an extender/adapter that adds another mount above the bars. Like the Topeak BarXtender <http://www.jensonusa.com/Topeak-Barxtender/?utm_source=FRGL&utm_medium=organic&pt_source=googleads&pt_medium=cpc&pt_campaign=shopping_us&pt_keyword=&gclid=EAIaIQobChMI743e-YPQ1wIVWG1-Ch3nmAeWEAkYAiABEgI1pfD_BwE>, or similar products from Minoura or others. These types of mounts aren't elegant, but a battery light on the bar isn't elegant to begin with.
But personally, I have a rando bag on a Mark's rack, and a dynamo light mounted to the tang on the nose of the Mark's rack.
