Rivendell has personal experience.  Call them up and ask for Mark.  

With wide tires and fenders, your only choice is full-sized V-brakes (not 
mini-V-brakes), which requires you also use long-cable-pull V-brake 
levers.  With full-size V-brakes you absolutely will not have to remove 
your fenders.  Ask Mark for a combination that works with your 32F.
