Sean, I’d say the ramps are the primary position used by many who ride this style of bike. Often traditional Rando machines are kitted with long reach bars like those to which you refer - the variety of hand positions afforded aids in comfort for long miles.
I spend about 70% of the time on the ramps of my Compass Randonneur bars.
