I'm a fan of the Ortliebs. Mainly due to the ease of cleaning the outside of winter grit and grime.
In absolute terms, have a set of Arkel Sackaroos I purchased from Jim a few years ago. They work as fine as anything. Even with the basic attachement system, haven't had problems. Did have my hobo bag soak through on a 60 miler last year. Probably the same day Jim mentions.
