In a headwind I just band my elbows and tuck low, whatever hand position 
I'm in (works for all of them). I can't imagine I'd be much more wind 
cutting in drops, though my hands would certainly be lower. I really only 
need that for the winds that you describe, 30-50 mph. If it helps, I've 
never been blown backwards. Grin.
