It depends on circumstances.  In a low crime area, I'll leave it on if only 
going for a few minutes.  Any longer & I take it with me.  It's an Acorn 
front bag with Velcro attachments so it's easy off (as in easy to steal).  
If it's a sketchy area or I feel uncomfortable I'll try to find someplace 
secure for the bike.  I won't leave it unlocked even at the hardware 
store.  On tours with panniers, rural areas seem pretty safe, so I'll lock 
the bike outside a grocery store with all the bags on it & have never lost 
anything.  I wouldn't be so trusting at, say, LA City Hall.
