I had a Little Joe bag stolen from my Riv while parked in front of an urban library. I'd bought it used from a fellow on this list and liked it a lot. After years of no problems, perhaps I was overconfident.
Replaced with a new grey small Saddlesack...smaller but adequate for most needs. And if I'm in a sketchy area, I would unbuckle the bag and bring it with me. Good suggestion above about zip ties; will have to consider that. Good thing I had a decent chain lock on the Riv at the library or the whole bike could have been gone!
